2 arrested after meth lab found in Waterloo

The Seneca County Sheriff’s Office has concluded an investigation related to the production of methamphetamine at a Town of Waterloo residence. The investigation began on July 8th at about 12:35 pm when Seneca County Sheriff’s Office Narcotics Unit Investigators received information that a methamphetamine lab was located in the basement of 1016 Waterloo/Geneva Road in the Town of Waterloo. Sheriff’s Investigators arrived at the residence and searched the basement. The components of a methamphetamine lab were located and a bottle was leaking an unknown substance. Sheriff’s Investigators immediately evacuated the occupants of the residence and summoned the New York State Police Contaminated Crime Scene Emergency Response Team (NYSP CC SERT) to the scene for the cleanup and proper disposal of the methamphetamine lab. The Waterloo Fire Department, North Seneca Ambulance and the Seneca County Office of Emergency Services also responded to the scene for precautionary measures. There were no injuries reported.The subsequent investigation led to the arrests of the following:Bryan T. Rugenstein, age 51 of 1016 Waterloo/Geneva Road in Waterloo, was charged with one count of Unlawful Manufacture of Methamphetamine in the Third Degree, a Class D Felony. Rugenstein was arraigned in the Waterloo Town Court and remanded to the Seneca County Correctional Facility on $2,000 cash bail/$4,000 secured bond. Rugenstein is to reappear in the Waterloo Town Court on July 20 at 5:30 pm.Scott C. Marshall, age 36 of 2132 Routes 5 & 20 in Seneca Falls, was charged with one count of Unlawful Manufacture of Methamphetamine in the Third Degree, a Class D Felony. Marshall was arraigned in the Romulus Town and remanded to the Seneca County Correctional Facility on $5,000 cash bail/$10,000 secured bond. Marshall is to reappear in the Romulus Town Court at a later date.
