On Saturday at 1:51 am the Penn Yan Police Department arrested Dylan M. Duncan, 28 and a resident of Palmyra, after officers observed him on Main Street yelling at staff from the Keuka Restaurant.During the interaction officers gave Duncan several opportunities to leave the area, which Duncan refused. As an officer went to take Duncan into custody and perform a search for weapons, Duncan pulled away from the officer and threatened to strike the officer in the face. After being taken into custody Duncan was transported to the Police Department for processing. Upon arrival Duncan refused to get out of the police vehicle to be escorted into the building. After officers were able to remove him, he attempted to knock an officer to the ground by trying to kick the officer’s legs. The officer sustained minor abrasions to his arm as a result of the altercation.Duncan was charged with Obstruction of Governmental Administration in the Second Degree and Disorderly Conduct. He was arraigned in the Village of Penn Yan Court and remanded to the Yates County Jail on $500 cash bail or $1000 bond.
