On Monday at 5:00 pm The Penn Yan Police Department arrested Richard A. Rodas Jr. age 37, currently residing at the Yates County jail, with two counts of Sexual Abuse 1st, three counts of Endangering the Welfare of a Child, two counts of Forcible Touching, and Conspiracy in the 5th.Rodas was arrested after an investigation revealed he was involved in the ongoing abuse of a child under the age of 16. He is accused of inappropriately touching the child’s breast and undressing the child while the child was sleeping. Rodas is also accused of receiving images of the child sent to him via text message. Police executed a search warrant on Rodas’ cell phone and found several suspected images of child pornography. Police are continuing to investigate those images and how they were obtained.Rodas, who was already in the Yates County Jail on unrelated charges, was produced and arraigned in Penn Yan Village Court where he was remanded back to the Yates County Jail in lieu of $25,000 cash or $50,000 bond.Police had previously arrested Jennifer Rugg who was also involved in the abuse of the child. Rugg remains in jail on $20,000 cash or $40,000 bond.
