On Wednesday the Penn Yan Police Department arrested two drivers for Aggravated Unlicensed Operation 3rd after both were observed driving a motor vehicle while attending a DWI Victim Impact Panel taking place at the Yates County Office Building.30 year old Alex Breeds of Lincoln Avenue in Penn Yan and 43 year old Jody Harris of Brown Street in Penn Yan both had their licenses suspended for failure to pay a driver responsibility assessment and both were issued traffic tickets.Breeds and Harris are to appear in Village Court at a later date to answer to the charges.
