The Seneca County Sheriff’s Office Narcotics Unit arrested three people on Wednesday following an investigation into the sale and distribution of heroin in the Village of Waterloo.Members of the Sheriff’s Office and the Waterloo Police Department executed a search warrant at 25 North Seneca Street in the Village of Waterloo. Sheriff’s Investigators seized a quantity of heroin, crack cocaine, marijuana, buprenorphine (suboxone), diazepam, drug paraphernalia, United States Currency, and an electronic stun gun during the investigation and search warrant.The investigation revealed that children reside in the home.Arrested were the following: Harold J. Rivera, 31, of 25 North Seneca Street, Waterloo, New York, was charged with: Criminal Sale of a Controlled Substance in the Third Degree, a Class B Felony Criminal Possession of a Controlled Substance in the Third Degree, a Class B Felony Criminal Sale of a Controlled Substance in the Fourth Degree, a Class C Felony Criminal Possession of a Controlled Substance in the Fifth Degree, a Class D Felony Criminal Possession of a Weapon in the Third Degree, a Class D Felony Unlawfully Dealing with a Child in the First Degree, a Class A Misdemeanor.It is alleged that Rivera sold heroin and suboxone in the Village of Waterloo. Rivera was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on no bail. Rivera is to reappear in the Waterloo Village Court on July 8, 2014 at 2 pm.Jenelle A. Cook, 35, of 25 North Seneca Street, Waterloo, New York, was charged with: Criminal Sale of a Controlled Substance in the Third Degree, a Class B Felony Criminal Possession of a Weapon in the Fourth Degree, a Class A Misdemeanor Unlawfully Dealing with a Child in the First Degree, a Class A Misdemeanor It is alleged that Cook sold heroin in the Village of Waterloo. Cook was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on $10,000 cash bail/$20,000 secured bond. Cook is to reappear in the Waterloo Village Court on July 8, 2014 at 2 pm.Sandra L. Brignall, 38, of 25 North Seneca Street, Waterloo, New York, was charged with Criminal Possession of a Controlled Substance in the Seventh Degree, a Class A Misdemeanor It is alleged that Brignall unlawfully possessed a quantity of diazepam while at the residence. Brignall was issued an appearance ticket to appear in the Waterloo Village Court on August 6, 2014 at 9 am.The Sheriff’s Office was assisted by members of the Waterloo Police Department and Seneca County Child Protective Services during the investigation.
