On Friday morning at 3:53 am, Penn Yan Police arrested Michael T. Sweeney, age 56 of North Main Street in Penn Yan and charged him with obstruction of government administration, inadequate headlights, and failure to notify DMW of an address change.When police stopped Sweeney, he exited the vehicle and approached police in a threatening manner. Sweeney refused to follow several lawful orders to back away from the officers and return to his vehicle.He was charged and released on tickets to appear in the Village of Penn Yan Court at a later date.
