The Waterloo Police Department arrested Brandon C. Knowland, age 28 of East Williams Street, for Criminal Obstruction of Breathing or Circulation (Class A Misdemeanor) and two counts of Endangering the welfare of a child (Class A Misdemeanor). The charges stem from a domestic incident that occurred in a Village of Waterloo residence where it is alleged that Knowland strangled another Village of Waterloo resident in the presence of two young children.Officers arrested Knowland on an arrest warrant on May 19th, 2014 at about 9:45 pm. Knowland was arraigned in the Village of Waterloo Court and committed to the Seneca County Correctional Facility on $2,500 cash/$5,000 insured bond bail. Knowland is to appear in the Village of Waterloo Court on June 18th, 2014 at 9:00 am.
