Seneca County Sheriff’s Office reports on May 15th, 2014 at 7:04 AM, Sheriff’s Deputies arrested Matthew R. Utter, age 24 of 8292 County Rd 131, Ovid, NY for Harassment 2nd and Endangering the Welfare of a Child.It is alleged that during a domestic incident on May 9th, 2014 Utter allegedly shoved, threatened to kill, and placed a plastic bag on the head of a town of Romulus resident.It is further alleged that during this incident the town of Romulus resident was holding a 16 month old child. Utter was arraigned in the Town of Ovid Court by Judge VanCleef and ROR’d.Utter is to return to Town of Romulus Court before Judge Greule on May 23rd, 2014 at 10:00 am.
