The Waterloo Police Department arrested Roxanne M. Collins, age 48 of Waterloo, for Obstructing Governmental Administration in the second degree and Resisting Arrest. The Waterloo Police Department was investigating a trespass complaint from a Village of Waterloo bar when Collins failed to adhere to police commands and fought with the officer while she was being handcuffed. Collins was arraigned in the Village of Waterloo Court before Judge Mattoon where she was committed to the Seneca County Correctional Facility in lieu of $2000 cash bail or $4000 secured bond. Collins is scheduled to re-appear in Village Court of May 21, 2014 to answer the charges.
