On Friday at 5:56 pm, Penn Yan police charged Jimmy B. Hawley, age 22 of Serenity Place in Penn Yan, with forcible touching and endangering the welfare of a mentally or physically incompetent person.Police charged Hawley after he allegedly touched the breasts and buttocks of a person with down syndrome.Hawley was arraigned and remanded to the Yates County Jail in lieu of $500 cash or $1,000 bond.
