Penn Yan police arrested James B. Hawley, 22 of Penn Yan following a compalint by ARC staff and a client of suspicious behavior and inappropriate touching. Hawley is accused of forcibly touching another ARC client in an inappropriate manner and then advising her not to tell anyone. Hawley was charged with forcible touching and endangering the welfare of a mentally or physically incompetant person. Hawley was arraigned in the Village of Penn Yan Court and committed to the Yates County Jail in lieu of $500 cash $1000 bond.
