Waterloo Police Department arrested William R. Bailey, age 42 of E. Elizabeth Street in Waterloo, on charges of Criminal Contempt 1st, Stalking 3rd and Falsely Reporting an Incident.Bailey is accused of engaging in a course of conduct between February 2014 and April 2014, directed at a female residing in Waterloo, which caused the female to fear for her physical safety. There was also an order of protection in place banning Bailey from having any contact with the female during this time frame. Bailey is also accused of making a false report to Waterloo Police on 4/3/14, where he claimed the same female threatened him.Bailey was arraigned in Waterloo Village Court and sent to SCCF on $5,000/$10,000 bail. He will answer the charges in Waterloo Village Court at a later date.
