On Sunday at about 3:48 pm, the Waterloo Police Department arrested William R. Bailey, age 42 of East Elizabeth Street in Waterloo, for criminal contempt in the first degree (felony), stalking in the third degree and falsely reporting incident in the third degree.Following an investigation conducted by the Waterloo Police Department, Bailey was allegedly following a female Town of Waterloo resident on several different occasions while a stay away order of protection was in effect. Bailey was also charged with falsely reporting an incident when he called the Waterloo Police Department to report the same protected female made a physical threat to him while at a local establishment. After police interviewed witnesses, it was determined no such threat was made.Bailey was arraigned in the Village of Waterloo Court and held in the Seneca County Correctional Facility on $5000.00 bail. He is to return at a later date to answer to the charge.
