William S. Clark, age 57, of Watkins Glen, was arrested on Thursday and charged with Welfare fraud in the fifth degree, a class A misdemeanor and offering a false instrument for filing in the first degree a class E felony.The charges allege that Clark lied on a public assistance benefit application which resulted in him receiving food stamp benefits that he was not entitled to.Clark was issued an appearance ticket to answer the charges in the Village of Montour Falls Court at a later date. The investigation of the welfare fraud are the result of a newly appointed Sheriff’s Investigator that is assigned to the Department of Social Services Fraud Unit.
