On Tuesday morning at 11:17 am, Penn Yan Village Police arrested Linda J. Tongate, age 28, of Eagle Lane in Penn Yan. The arrest was the result of a warrant issued from an incident in 2006 where Tongate tattooed an underaged child.Tongate was charged with unlawfully dealing with a child in the 1st degree and arraigned and remanded to the Yates County Jail in lieu of $70.00 cash or $200.00 bond.
