Report on fatal Locke snowmobile-tractor crash

Sheriff David Gould reports the Cayuga County Sheriff’s Office has concluded the investigation into a fatal snowmobile accident which occurred January 4th at 5:19pm on the seasonal portion of Cloverleaf Dr. in the Town of Locke. A northbound 2005 Yamaha snowmobile collided with a John Deere 4230 farm tractor on the portion of Cloverleaf Dr. which is not maintained for vehicular traffic this time of year. The operator of the snowmobile was transported to Cortland Memorial Hospital by Four Town Ambulance and pronounced dead on arrival. Deceased is: Frederick W. Kussin III age 55 of 187 Lookout Pass Stormsville, NY ( Dutchess County). Kussin also owned 2 homes on Hoag Ave. in Locke and was well known in the area.The farm tractor was operated by James S. Ball age 58 of 1430 Cloverleaf Dr. Locke, NY. Ball was not injured. The investigation has revealed that James Ball had just exited a field and parked his tractor and manure spreader in a manner which blocked the roadway. Ball dismounted the tractor and was in the process of closing a gate when Kussin came along and struck the tractor.The investigation has revealed that Frederick Kussin was legally intoxicated with a BAC of .11 at the time of the collision. James Ball has been issued tickets for the following violations of the vehicle and traffic law:Section 376 Inadequate lighting concerning Agricultural EquipmentSection 1201 concerning Parking on a public highwayThe investigation is closed.
