On Sunday, Penn Yan Police charged James V. End, age 54 of E. Lake Road in Penn Yan, with DWI and Felony AUO after receiving a complaint of a motor vehicle parked at Soldier and Sailors Hospital with heavy front end damage.The operator was seen entering the building and when police arrived they located End who had a strong odor of alcohol on his breath, glassy eye, slurred speech, and was unsteady on his feet.End refused to submit to officer’s tests and was admitted to Soldiers and Sailors Hospital/Upon release, End was arrested.He was also charged by the Yates County Sheriff’s Department for leaving the scene of a property damage accident on State Route 14A near Lown Road.End was arraigned in Penn Yan Village Court and remanded to the Yates County jail without bail.
