16 arrested at Lake Rd. party in Seneca Falls

Multiple people are facing charges following a police investigation into an underage drinking party that occurred in the early morning hours of August 31, 2013. The Seneca Falls Town Police report that they received a 911 call at approximately 1:45 AM of an assault that took place at a private residence located at 3215 Lake Road. Once police arrived, it was discovered that there was a large party going on at the residence with approximately 100 to 150 in attendance. Several of those individuals fled the residence prior to police arrival and town police requested assistance at the scene. Waterloo Police Department, NYS Park Police, NYS Troopers, and the Seneca County Sheriff’s Office responded to the scene and assisted officers with the investigation. Once police began to interview the victim and witnesses from the reported assault, it was discovered that another possible assault had occurred at the residence and there were several underage individuals consuming alcoholic beverages at this party. Police conducted several interviews at the residence and in the subsequent weeks following the incident. The victims of the assaults were uncooperative with police and declined to have charges pressed. SenecaFurther investigation into the party on the night of the assault revealed that the 2 residents, Dylan Seneca, age 21, and Jessica Minguez, age 19, whom reside at that address were the hosts of the underage drinking party and invited as many as 200 people through a social media outlet.Many of the people in attendance the night of this party were believed to be under the age of 21. Dylan Seneca was under the age of 21 when this incident occurred. At the conclusion of the investigation, several individuals were charged with multiple offenses, all of which were under the age of 21 at the time of the reported incident.The following individuals have been charged with Possession of Alcohol While Under 21 Years of Age:Emmaleigh P. Gloff, age 18, of 6788 County Road 129, Ovid, NYCorin E. Saunders, age 18, of 5100 Route 96A, Romulus, NYHailey A. Lowrey, age 18, of 28 Auburn Road, Apt. B4, Seneca Falls, NYJoshua D. Crisp, age 18, of 1042 Waterloo-Geneva Road, Apt. 6, Waterloo, NYLorenzo S. Marin, age 20, of 316 E. North Street, Geneva, NYStephanie M. Bragg, age 18, of 90 Sprucewood Circle, Geneva, NYJoseph A. Valder, age 19, of 57 Herbert Street, Geneva, NYGrant M. Price, age 19, of 1170 Whiskey Hill Road, Waterloo, NYKennon E. Rivkin-Russ, age 19, of 34 Chapel Street, Seneca Falls, NYJoshua A. Morgan, age 18, of 3050 Seneca Blvd, Waterloo, NYAlexandra L. Stone, age 20, of 3050 Seneca Blvd, Waterloo, NYTwo 17 year-old females and a 16 year-old female were also charged with Possession of Alcohol While Under 21 Years of Age. Their names are being withheld due to their eligibility for Youthful Offender Status.MinguezAdditionally, the individuals who hosted the party, Dylan Seneca and Jessica Minguez, of 3215 Lake Road Seneca Falls, NY are facing charges of:1. Possession of Alcohol While Under 21 Years of Age2. Endangering the Welfare of a Child 3. Violating the newly enforceable countywide Social Host LawAll individuals listed were given appearance tickets on all charges and are to appear in Seneca Falls Town Court to answer those charges. More arrests are pending.The local county “Social Host” law became effective July 29 2013 in Seneca County. Many other counties have been very successful in curving underage drinking by enacting this local law. This is the first arrest for this newly established law in Seneca County since becoming effective.
