Seneca County Sheriff Arrest Report 9/23

The Seneca County Sheriff’s Office reports that on 9-22-13 at 1:49am, Deputies arrested 26 year old Joseph D. Warters of 60 Fieldstone Rd. Elkton MD. for Driving while intoxicated. The arrest stems from warters being stoped on County Road 117 (East River Road) in the town of seneca falls. Warters was pulled over on the side of the road using his cell phone and Deputies checked on him. After further investigation, Warters was found to be intoxicated and charged with DWI along with Aggravated DWI ,18%bac or higher. Warters was arraigned in the Village of Waterloo court and remanded to the custody of the Sheriff in lieu of $1,000 cash, $2,000 bond. Warters is to re-appear in the Town of Seneca Falls Court on the 9th of October 2013 at 10:00am to answer the charges.Seneca County Sheriff’s Office report that on 9-18-13 at approx 311am Sheriff Deputies arrested Tonya M Brooks age 26 of 1721 Kuney Rd, Romulus NY for Falsely Reporting an incident in the 3rd Degree, Aggravated Unlicensed Operation of a Motor Vehicle in the 2nd Degree, Operating a Vehicle Without an Interlock Device and Speed Not Reasonable. The charges stem from a property damage accident that occurred on ST RT 96 in the Town of Fayette, Brooks reported to the Deputies investigating the scene that her vehicle was stolen and crashed by unknown operators. During an investigation it was determined that Brooks was operating the vehicle and lied to Deputies to avoid arrest. Brooks was arraigned in the Town of Waterloo Court and remanded to the Seneca County Corr ectional Facility in lieu of $750.00 cash bail or $1,500.00 secured bond. Brooks is scheduled to reappear in the Town of Fayette Court on October 2nd 2013 at 7 pm to answer for the charges. The Seneca County Sheriff’s Office reports that on 9-18-13 at approx 145pm Investigators arrested Clifford O. Lightner, age 40 of 55 West Bayard Street apt 4 Seneca Falls, NY 13148 for failing to report an address change as a registered sex offender, a class E felony. It is alleged that Lightner, who is a NYS registered level two sex offender and is registered as living in the city of Syracuse did first move to the Town of Waterloo then to the Town of Seneca Falls without notifying New York State. Lighter was arrested at his new residence in the Town of Seneca Falls and then arraigned in Town of Seneca Falls Court where he was comitted to the Seneca County Correctional Facilty in lieu of $10,000 cash or $20,000 bail bond. Lightner is due back in Town of Seneca Falls court on Sept. 23rd 2013 at 10:00 am.The Seneca County Sheriff’s Office reports that on September 22nd , 2013 at 6:55 PM, Seneca County Sheriff’s Deputies arrested Paul C Davis age 61, of 4505 Kings Corners Rd Seneca Falls NY, Davis was charged with Driving While Intoxicated, DWI Operating with a BAC of .08% or more and leaving the scene of property damage accident. The charges stem from an incident where it is alledge that Davis went into a ditch then fled the scene on foot . Davis was located in the area shortly thereafter by Sheriff’s Deputies. Davis is to appear before the Town of Varick Court on October 23rd, 2013 at 7:00PM to answer the chargesSeneca County Sheriff’s Office reports that on 9-23-13 at about 1210am, Sheriff Deputies arrested Brian D Ellis, 46 of 6536 State Route 80 Tully NY 13159 for Criminal Contempt in the 2nd Degree. The charges stem from an incident where it is alleged that Ellis was at the residence of a Town of Lodi woman who was listed as a protected party on a Stay away Order of Protection. Ellis was arraigned before the Town of Covert Court and remanded to the Seneca County Jail in lieu of $2,500 cash or $5,000 secured bond. Ellis is due to appear in the Town of Lodi Court on 09-25-13 at 10:00am to answer for the charges. Seneca County Sheriff’s Office reports, on September 18th, 2013 at 2:21PM, Sheriff’s Deputies arrested Mikeal B. Wood age 31 of 17 James Street Auburn on a bench warrant issued out of Town of Tyre Court. Wood was arraigned before the Town of Tyre Court and committed to the Seneca County Jail in lieu of $500.00 cash bail. Wood is to reappear before the Town of Tyre Court at a later date.
