Burl V. Keen, age 47 and homeless of Penn Yan, was arrested by Penn Yan Police on Friday evening after an investigation into an incident that he had reported.Keen had reported to Penn Yan Police that a female acquaintance was threatening suicide. After an investigation it was determined that the information was false and Keen admitted to falsely reporting the incident to police in retaliation for issues he had been having with the woman.Keen was arrested and charged with falsely reporting an incident, 3rd degree, and released on an appearance ticket.The story doesn’t end there, however.On Saturday, Penn Yan Police investigated a complaint that Keen had made 18 unwanted phone calls to the female acquaintance after being warned to cease contact.Officers observed Keen on Chapel Street in the Village and took him into custody, charging him with aggravated harassment, 2nd degree.While being processed at the Penn Yan Police Department, Keen was defiant with officers and refused to cooperate. Keen then urinated on an office chair and on the carpet in the Police Station which prevented officers from processing both Keen and another arrestee.Keen was subsequently charged with criminal mischief 4th and obstruction of governmental administration in the 2nd degree.He was arraigned in Milo Town Court on the new charges and remanded to the Yates County Jail in lieu of $1,500 cash bail.He will reappear in Penn Yan Village Court on September 9th at 5:00 pm.
