On Wednesday, Penn Yan Village Police arrested Benjamin E. Carmel, age 23 of State Route 54 in Penn Yan, after he drove his vehicle off the road on Cherry Street and then fled the scene.Carmel was located on Basin Street after a short time and was placed through field sobriety tests which he failed. A check of Carmel’s license revealed he did not have one one in New York State and his Florida license was suspended.Carmel submitted to a breath test which showed his blood-alchohol content to be over .08%. He was charged with DWI, unsafe lane change, leaving the scene of a property damage accident, unlicensed operator, and failure to notify the DMV of an address change.Carmel is scheduled to appear in Village Court later this month.
