On Wednesday at approximately 11:30 am, the Waterloo Police Department arrested Richard C. Garafalo, age 56 of West Main Street in Waterloo for harassment in the second degree and criminal obstruction ofbreathing.It is alleged that during a domestic altercation/argument in his West Main Street yard, Garafalo struck a relative on his left eye and also choked him with both hands.Garafalo was arraigned in the Village of Waterloo Court and committed to the Seneca County Correctional Facility on $2000.00 bail. He is to re-appear at a later date to answer to the charges.
