On Wednesday morning, Penn Yan Village Police arrested Charles E. Cooper, age 29, of West Seneca Street in Lodi,for scheme to defraud, a class E felony.Cooper was arrested after he charged a village resident $2,200 to seal coat a paved driveway.Back in 2006, Mr. Cooper charged a different village resident $2,300 to seal coat a paved driveway after it was agreed upon that it would cost $200 to $300.Cooper was arraigned in Penn Yan Village Court and committed to the Yates County Jail on $10,000 cash or $20,000 bond.
