James Edward Sanford Jr., age 55 of Penn Yan, was arrested by Village Police early Saturday morning after an incident on Basin Street shortly after 2:00 am.While officers were conducting an investigation into a case not involving Sanford, and attempting to impound a vehicle, Sanford allegedly got involved.Officers say that Sanford confronted them and stood in front of the vehicle they were impounding, physically preventing officers from completing their task.Officer warned Sanford several times to leave the area but he refused to comply and was placed under arrest.Sanford was charged with obstruction of governmental administration and was processed at the Penn Yan Police Department and released.He was issued an appearance ticket to return to Penn Yan Village Court at a later date.
