On Tuesday evening, Penn Yan Village Police arrested Jon M. Thingvoll, age 32, of Water Street in Penn Yan and charged him with endangering the welfare of a child.Police received a complaint that Thingvoll unsuccessfully tried to remove a shirt from a 13-year-old female Village of Penn Yan resident while she slept. It was also alleged that he had initially tried to convince her to remove her shirt willingly. After this request was denied, Thingvoll apparently waited until she was asleep before attempting to remove the shirt against the young teen’s wishes. He will appear in Village Court on June 10th to answer the charge.
