On Thursday evening, Penn Yan Police arrested Curtis J. Ryan, age 24 of Linden St. in Penn Yan, following a motor vehicle accident in which he rear ended another vehicle on Elm Street.Ryan was found to be in possession of several hypodermic needles filled with an unknown substance, suboxone, marijuana, and several baggies with cocaine residue.Ryan was placed through a series of field sobriety tests in which he was determined to be impaired. A drug recognition expert determined Ryan to be under the influence of marijuana and heroin while operating his motor vehicle.Ryan was subsequently arrested and charged with criminal possession of a controlled substance in the 7th degree, driving while ability impaired by drugs, unlawful possession of marijuana, and following too closely.He was arraigned in Penn Yan Village Court and remanded to the Yates County Jail in lieu of $500 cash or $1,000 bond.
