Penn Yan Village Police arrested two teens on Monday evening after a investigation into the theft of returnable bottles and cans from a local business.A witness observed Christopher Hicks, age 19, and Kenneth Starnes, age 18, both of Penn Yan and charged them with petit larceny.Officers found the pair walking on Clinton Street with the bags of returnables. Both admitted to taking them with the intent to return them for cash.Hicks and Starnes were released on an appearance ticket to return to Penn Yan Village Court at a later date to answer the charge.
