On Tuesday morning, Penn Yan Police arrested a seventy-year-old Penn Yan man after he allegedly threatened to blow up an apartment building.Penn Yan Police charged Marshall Harris with harassment in the 2nd degree and issued a criminal summons after a complaint that he threatened to blow up the apartment building where he resides on Carpenter Lane.He is scheduled to appear in Village Court in June.
