On Thursday, May 16, 2013 at 5:00 PM the Waterloo Village Police Department arrested Michael D. Stough, age 39, of West River Street for 2 counts of Harassment 2nd degree and 2 counts of Endangering the welfare of a child.Stough is accused of punching a village resident and then pushing the person down onto the ground while in the presence of 2 young children. Stough is also accused of slapping and having physical contact with one of the young children.Stough was arraigned in Waterloo Village Court and was sent to the Seneca County Jail on $2,000 bail. An order of protection was issued for children and the adult.
