Penn Yan police have charged Paul “Zack” West with fourth degree grand larceny and criminal possession of stolen property, both class E felonies.West was charged after a complaint was received by a Village of Penn Yan resident that her debit card was missing and had been used to withdraw nearly $500 from several ATMs during the week of April 15th.An investigation showed that West was the alleged perpetrator of the debit card theft and the subsequent unauthorized use.West was issued an appearance ticket and will appear in Penn Yan Village Court on May 6th.
