On Saturday, Penn Yan police arrested Raymond W. Mcloud Jr., age 37, of Seneca Street in Penn Yan after a domestic incident at his residence.Mcloud was arrested for endangering the welfare of a child and criminal obstruction of breathing. It is alleged that Mcloud choked his 15-year-old son during the incident.Mcloud was given an appearance ticket to appear in Village Court at a later date.
