Early Thursday morning around 2:20 am, Penn Yan Village Police arrested Michael. P. Rodriguez, age 21, of Penn Yan after responding to a noise complaint at 305 Clinton Street,Rodriguez was at the scene where he continued to yell profanities in public which was an annoyance to neighbors.Rodgriguez was arraigned on the charge of disorderly conduct in Penn Yan Village Court and was remanded to the Yates County Jail in lieu of $225 bail or $500 bond.
