Penn Yan police arrested Raymond R. Brittingham Jr., age 40, of Stanley, NY late Thursday evening after a traffic stop in the Village.It was found that the vehicle that Brittingham was operating had an altered West Virginia temporary plate of it. The vehicle was also found to be unregistered and without insurance.Brittingham was arrested and charged with felony possession of a forged instrument 2nd, unregistered motor vehicle, operating without insurance, and improper plates.It was determined that Brittingham had taken the West Virginia plate from another vehicle and then altered it to appear on the vehicle being driven.He was arraigned in Penn Yan Village Court and remanded to the Yates County Jail on $1,000 cash or $2,000 bond. He will reappear in Penn Yan Village Court at a later date.
