Seneca County Sheriff’s Office reports that on 12/20/2012 Deputies arrested William G. Powell, age 20 of Border City for Endangering the Welfare of a Child and Harassment 2nd degree.Charges stem from an incident where Powell punched a 13 year old male in the stomach.Powell was issued appearance tickets and is to appear in the Town of Waterloo Court on January 24, 2013 to answer the charges.
