Penn Yan Village Police arrested Debra A. Van Gelder, age 55, of Pre-Emption Road in Penn Yan on a petit larceny charge on Friday.Van Gelder is accused of stealing items from Tops valued at $126.She was processed and released on an appearance ticket to appear in Penn Yan Village Court.
