Michael P. Rodriguez, 21, of Geneva, was arrested by Penn Yan Police early Tuesday morning and issued a criminal summons out of Penn Yan Village Court charging him with harassment in the 2nd degree, The charges stem from an incident on August 29th where it is alleged that he struck another individual, Rodriguez is scheduled to appear in Penn Yan Village Court at a later date to answer the charge.
