Penn Yan police arrested Heather L. Martin, age 30, of Penn Yan after a complaint from Martin’s husband that she had kicked in an apartment door and broke a cell phone that he was using to call police.Martin was in violation of an active refrain from order or protection through Penn Yan Village Court.She was charged with Criminal Mischief 4th and Criminal Contempt 1st and held at the Yates County Jail awaiting arraignment.
