Penn Yan police arrested Todd Becker on Penn Yan on Friday night after he was observed operating a moped on East Elm Street in the village. Becker was observed to be under the influence of alcohol but refused a field sobriety test and breath screening.Becker was charged with felony DWI, unlicensed operation, felony aggravated unlicensed operation 1st, aggravated unlicensed operation 2nd, and refusal to submit to a breath test and driving without headlights.Becker was transported to the Yates County Jail where he refused a chemical analysis of his breath. He was them remanded to the Yates County Jail on $2,500 cash or $5,000 bond. He will reappear in village court at a later date.
