SFPD arrested Nhoy S. Khounpachamsy, age 26, of 75 Virginia Street Apt 6, Waterloo on August 24th, 2012 at 11:30pm on Bridge Street. Khounpachamsy was charged with Disorderly Conduct when he continued to act beligerently at an accident scene, interferring with law enforcement and fire department operations. Khounpachamsy was released on an appearance ticket and is to appear in Seneca Falls Town Court on September 6th, 2012 at 10am to answer the charge.SFPD arrested James J. Frederick, age 45, of 211 E. Elisha Street, Waterloo on August 25th, 2012 at 6pm for Petit Larceny. Frederick allegedly stole $44.96 worth of merchandise from a Town business. Frederick was released on an appearance ticket and is to appear in Seneca Falls Town Court on August 30th, 2012 at 10pm to answer the charge. Waterloo Police assisted.SFPD arrested John L. Schummer, Jr., age 33, of 12 Haigh Street, Seneca Falls on August 26th, 2012 at 1:37pm for Endangering the Welfare of a Child. It is alleged that Schummer was in such an intoxicated condition that he was unable to care for a child at the residence. Schummer was released on an appearance ticket and is to appear in Seneca Falls Town Court on September 6th, 2012 at 10am to answer the charge. The child is currently with other family members.
