Waterloo Police Dept arrested Andrew L. Kappesser, age 20, of 41 Church St Apt C2, Waterloo, for Grand Larceny 3rd (Class D Felony). Kappesser isalleged to have stolen a car on 4/14/12 around 0200 hrs from an E. Main St location and got into an accident with it minutes later on the dirt access road behind the Express Mart on E. Main St in Waterloo. Kappesser then fled the scene of the accident. He was taken into custody on Hamilton St in Geneva by members of NYS Parole and the Geneva PD on 4/19/12 around 8:00 pm after he was found hiding in a cupboard inside an apartment.Kappesser was arraigned in Waterloo Village Court and sent to jail on $25,000/$50,000 bail. He also violated terms of his parole and is being held without bail on those charges through the NYS Division of Parole.
