Seneca County Sheriff’s Investigators arrested Norman Harrell, age 54 of 1326 Hecker Road Waterloo, NY 13165 on charges of Endangering the Welfare of a Child and Harassment 2nd. The charges stem from a incident in which Harrell stuck a child with a plastic hand held broom, causing a minor injury to the child. Harrell was arraigned in Village of Waterloo court where he was released to appear in Town of Waterloo on 4/12/12 at 5:00 pm, a order of protection was issued.
