Hoffman, 45 years old, of Route 96 south, Waterloo, with Solicitation in the Second Degree (class D felony), Solicitation in the Fourth Degree (class A misdemeanor), Conspiracy in the Second Degree (class B felony), and Conspiracy in the Fifth Degree (class A misdemeanor).
