The Seneca County Sheriff’s office reports that on March 3rd at 2:22 am deputies arrested Joseph P. Ruthven Sr. 46, of Main St. Phelps NY on River Rd. in the Town of Fayette. Ruthven was charged with Menacing 2nd degree and Felony Criminal Possession of a Weapon 3rd degree. The charges stem from an incident in the Town of Fayette where Ruthven is accused of threatening a Waterloo resident with a knife. When deputies recovered the knife which was used in the altercation it was identified as an illegal weapon as defined in the NYS Penal Law. Ruthven was arraigned before the Town of Fayette court and committed the Seneca County Correctional Facility on $500.00 cash or $1000.00 secured bond and is to reappear April 4th 2012 at the Town of Fayette court to face further court action.
