State Police arrested a Waterloo man Tuesday morning who they say tried to hire someone to murder another person and assault another. Michael Hoffman, 45, 2736 State Route 96, is charged with conspiracy in the second degree, criminal solicitation in the second degree, conspiracy in the fourth degree, and criminal solicitation in the fourth degree
