The Waterloo Police Department reports the arrest of James E. Bounds, 43 of 330 East Main Street Waterloo, NY for Endangering the Welfare of a Child and Criminal Contempt in the second degree.The arrest is the result of a physical altercation that occurred in the presence of a child. Bounds also was in violation of an active Class B Order of Protection at the time of the altercation.Bounds was arraigned in the Waterloo Village Court and released on his own recognizance to reappear at a later date and time.
