Seneca County Sheriffs Office reports, Deputies arrested Chastidy K Vargas, 17, of 4887 State Route 96A located in the Town of Varick, for Criminal Obstruction of breathing or blood circulation. It is alleged Vargas on Sept 12th at about 7:30pm placed her hand on and applied pressure to the throat and neck area of an employee at a residential facility located in the Town of Varick. Vargas was issued an appearance ticket to appear in the Town of Varick Court on Oct 12th 2011, to answer the charges.
