Seneca County Deputies headed for arbitration

WATERLOO –– The longstanding contract disputebetween the union representing Seneca Countydeputies and the county is heading toward bindingarbitration.The deputies have worked without a contract since Dec. 31, 2009. Negotiations, mediation and fact-finding have failed to resolve the dispute. Now, the matter will go before a three-person panel of hearing officers who will hear testimony from both sides and make a decision on what the contract must contain.That contract cannot be appealed by either side andmust be accepted as final. Each side selects one ofthe hearing officers. The third must be mutuallyagreed upon by both factions. Two of the hearingofficers have been selected. The third is in the processof being picked
