On 4/2/11 @ 2145 hrs, the arrest of Joseph L. Osterhout Jr, age 19, of 3031 Owasco Dr, Waterloo on the charge of Endangering the Welfare of a Child. Osterhout is accused of dropping off a 5 y.o. relative at a residence on E. Elisha St in Waterloo @ 2000 hrs and leaving, without making sure supervision was present at the residence. A neighbor walking by located the 5 y.o. child outside alone several minutes later and contacted the police. The parents of the child were able to be contacted and the child was returned to them safely. Osterhout was issued an appearance ticket to appear in Waterloo Village Court.
