Seneca County Sheriff’s Deputies arrested William J. Monaghan, age 49, of 2317 Yellow-Tavern Road, Waterloo, NY. Monaghan was arrested Sunday evening following an investigation into an incident where he allegedly physically restrained a 48 year old female and choked her by placing his arm across her neck/ throat causing her to be unable to breath. Monaghan was charged with Harassment in the 2nd degree, Unlawful Imprisonment in the 2nd degree and Criminal Obstruction of Breathing or Blood Circulation. Monaghan was arraigned in the Town of Fayette Court and remanded to the Seneca County Correctional Facility in lieu of $2,000.00 cash or $4,000.00 bond and an order of protection was issued. Monaghan is scheduled to re-appear in the Fayette Town Court on March 2nd 2011 to answer the charges.
