A joint investigation conducted by Seneca County Sheriff’s Investigators along with Investigators from Seneca County Department of Human Services arrested three people on charges relating to welfare fraud. Arrested were – Sheila O’Conner, age 44, of 1155 State Route 96, Waterloo, New York, on a charge of Welfare Fraud 4th, a class E felony; Charles Thorpe, age 47, of 3021 Seneca Blvd., Waterloo, New York 131 on a charge of Welfare Fraud 4th, a class E felony and Offering a False Instrument 1st, a class E Felony and Edwin S. Towner, age 52, of 7204 Main Street, Ovid, New York on a charge of Welfare Fraud, a class E felony. These charges are the result of an on going investigation into persons who are allegedly fraudulently receiving benefits that they are not entitled to. This investigation is continuing.
